RSC Strategy
The objective of the National Strategy for the Inclusion of Roma, Sinti and Caminanti (RSC) is to guide a concrete activity of inclusion of Roma, Sinti and Caminanti in the course of almost a decade (2012-2020), definitively overcoming the emergency phase which, in past years, had characterized the action especially in large urban areas.
The RSC Strategy was presented on February 24, 2012 in implementation of the Communication of the European Union Commission No. 173 of April 4, 2011, in which the Member States were urged to develop national strategies for the inclusion of Romani populations.
For the implementation of the Strategy, in terms of governance, a rather complex structure was chosen, according with the Labour Minister and the Social Policy Minister, as well as with the Interior Minister, health Minister, Justice and Research universities. All of them cooperate with the involvement of the representatives of the regional and local authorities, including the mayors of large urban areas and the same representatives of the Roma, Sinti and Caminanti communities present in Italy.
This activity of linking up with such different subjects according to their roles, functions and competences, was possible precisely for the role of national Focal Point, recognized by UNAR both at internal and European level, on the subject matter.
From the methodological point of view, four axes of intervention were identified that gave rise to as many tables and work groups: home, health, education and work.
